With the continued daily increase of COVID-19 cases in the country, the government institutionalized the “Balik Probinsya, Bagong Pag-asa (BP2) Program” which focuses on decongesting Metro Manila. The program aims to achieve balanced urban and rural development together with the empowerment of local industries, food security and agricultural productivity, social welfare, health and employment, and improvements in infrastructure.





This move from the government generated much public interest. Dr. Nimfa Ogena and Dr. Maria Midea Kabamalan, Professors of Demography at the UP Population Institute, were featured by two major news channels: namely, GMA News TV and the ABS-CBN News Channels. They shared their expertise on demographic factors that are important drivers of movement. They also shared key findings on migration patterns from the National Migration Survey of 2018, and explained how these can guide our policy makers in implementing the “Balik Probinsya Program”. Their inputs shed light on issues and possible challenges that government and concerned stakeholders should take into consideration in planning and implementing the program.
